Scope of Work
QPM Energy (QPME) acquired the Moranbah Gas Project (MGP) from Arrow Energy and their JV Partners. The project currently exports gas to Dyno Nobel’s ammonium nitrate production facility in Moranbah, the Moranbah Power Station and to the Townsville Power Station via the North Queensland Gas Pipeline.
At the time of asset handover from Arrow Energy to QPME (August 2023), the MGP was operating at 33% capacity of nameplate capacity (65 TJ/d) with QPME planning to increase production to nameplate over the coming years.
ADDED VALUE
QPME engaged GRPS for Operations Readiness during the MGP asset transition from Arrow Energy and then later on contracted GRPS as Contract Operator. GRPS oversees Safety Performance under the Contract Operations model, with all employees operating under the GRPS Integrated Management System (IMS). GRPS appointed an Executive Safety Manager (ESM) and Site Safety Manager (SSM) to comply with the P&G Act.
The transition occurred in two stages: commercial ownership transfer from Arrow Energy to QPME, followed by Operations Readiness completion and operatorship transfer to GRPS for QPME.
Key transition elements included personnel, systems, processes and procedures. Notably, the migration of content from Arrow Energy’s Maintenance Management System to GRPS’ IBM Maximo platform and the updating of procedures and controls to GRPS standards was crucial to the success of the transition.
The site team consists of approximately 30-40 resources, supported by an Operations Management/Support team of 5-6 individuals based in Brisbane. Within the GR Group, Mipac provided SCADA and IT transition services, while ongoing operations engineering requirements were fulfilled through RPEQ engineering capability from GR Engineering Services (GRES).
